Overview

As part of an overall program of assistance to Cape Verde, the Millennium Challenge Corporation funded the expansion and rehabilitation of the Port of Praia in Cape Verde. The Louis Berger Group conducted a fast-track project assessment and due diligence for MCC to determine what level and scope of assistance should be provided to the Government of Cape Verde for this project. LBG experts mobilized to Cape Verde to conduct this assessment, which involved an assessment of the project design, including review of shipping trends and traffic forecasts, and an evaluation of prospects for containerization, port operation patterns and performance rates, cargo handling methods, navigational requirements, current port design and layout, and land required for port expansion. LBG also developed a detailed cost profile for the project and a set of alternatives to reflect different options, phasing and sequencing potentials for the project. LBG conducted technical and financial feasibility analyses, and our experts also assessed the economic feasibility and impact of the project, the environmental impact and the project risks such as institutional and regulatory issues and subsequently proposed mitigation mechanisms. After carrying out the initial assessment, LBG provided engineering and monitoring services to MCC, including procurement support for studies, designs, program management and construction supervision. We also worked with the Government of Cape Verde to review a proposed reorganization of the country’s port sector. We reviewed operational issues and any newly proposed port operations regulations and also assisted in the review of proposals for private sector participation with an emphasis on operations and investment. LGB also provided support with the technical execution of the work, including monitoring plans and designs for compliance with security and environmental regulations, providing oversight of the construction period and monitoring progress of the project.
