The Louis Berger Group worked as an implementing partner for USAID/Peru to perform a strategic, cross-cutting evaluation of the development impact of the use of counterpart funds derived from USAID's $50 million annual food security program, as administered by international and local cooperating sponsors. The program represented a range of activities, spanning health and nutrition, agriculture and productive investment, and micro-credit. The evaluation team used available quantitative and qualitative information on results, administrative costs, leveraging, and sustainability to develop its assessment of the program’s financial and economic cost-effectiveness.
