The Louis Berger Group is the lead design manager for the development of a comprehensive combined sewer overflow abatement program in Providence, RI in support of the Narragansett Bay Commission. The NBC was established in 1982 with the task of improving the water quality of the Narragansett Bay and its tributaries. For more than 18 years, LBG has acted as an extension of the NBC staff and is generally responsible for the program management of all aspects of the CSO abatement program. The program is a long-term initiative, broken into design and construction phases, and LBG provides our client with continuity and stability throughout its lifecycle. We have conducted feasibility and environmental studies, preliminary design, environmental permitting and regulatory approval, and final design of CSO control facilities and associated facilities included in the program. LBG has technical responsibility to select and oversee the effort of project design engineers, who represent some of the United State’s premier design firms in hydraulic tunnel design, geotechnical exploration into deep bedrock, design of large concrete storage tanks, storm water management modeling, and the development of instrumentation and strategies to control the operation of a large and diverse storage system. Our program management services include the development of requests for qualifications and proposals; evaluation, selection, contract negotiations, and monitoring of work by subconsultants; project administration, including monitoring of project budgets, manpower, and schedule; coordination with the NBC, the Rhode Island Department of Environmental Management, and other state agencies; administration of a public participation program; and recommendation of project implementation and funding sources. LBG developed the construction bid packages for solicitation of construction contracts and bid evaluation, negotiation, and recommendation of construction contractors as part of the design phase, and we will continue to support the NBC with construction administration services during the construction phases.
