In his current role as chief executive officer of Louis Berger, Jim Stamatis is responsible for the company's growth and strategic direction. He most recently served as president of Louis Berger International, and prior to that led the company's U.S. operation. Stamatis joined the firm more than 25 years ago and has held a number of leadership roles, helping to develop and expand the firm’s U.S. practice and serving in succeeding roles of responsibility from project manager to client manager to principal-in-charge for a range of complex infrastructure, facilities and environmental projects. Stamatis attended Pennsylvania State University and completed his undergraduate studies at NJIT. He is a licensed professional engineer and is active in several industry associations.

James G. Bach | Chief Operating Officer
James G. Bach is the chief operating officer for Louis Berger, reporting to the company’s chief executive officer. In his role, Bach oversees and coordinates operations between the wholly-owned companies and affiliate brands. He assumed the role after four years serving as the chief operating officer for the Louis Berger Group operating company. Bach played a key role in Louis Berger’s efforts to transform the company’s corporate culture and operations between 2007 and 2013. During the past 30 years, he has held a series of leadership roles within the company, including leading the U.S. operations segment and serving as principal-in-charge for the Port Authority of New York and New Jersey. Bach is a professional planner in New Jersey and holds a master’s of city and regional planning from Rutgers University.
Meg Lassarat, CPA | Chief Financial Officer
As chief financial officer (CFO) and executive vice president, Meg Lassarat is responsible for Louis Berger’s corporatewide financial performance and overseeing the finance and accounting function in support of corporate strategic goals. Lassarat brings more than 30 years of financial management experience to Louis Berger, including more than 13 years of experience serving as the CFO for a range of publically-traded, privately-held and private equity-backed professional services firms. Her extensive experience includes leading large-scale corporate expansions, financial turnarounds and more than 500 acquisitions. Most recently, she served as the CFO and director at Kentz Engineering & Constructors, a $1.5 billion FTSE 150 London-listed engineering firm. Lassarat earned her Bachelor's in Accounting from Texas A&M University.
Larry D. Walker | Executive Vice President, Strategy and Development
Larry D. Walker serves as the executive vice president for global strategy and development for Louis Berger, reporting to the chief executive officer. Walker leads vertical market and strategic practice integration across Louis Berger’s operating companies. Other responsibilities include oversight for corporate risk management, acquisitions, platform/practice expansion efforts and strategic projects and pursuits. Walker assumes the role after four years serving as the president for the Louis Berger Group operating company, where he played a central role in Louis Berger’s corporate transformation efforts between 2007 and 2013. Previously, he served as the firm’s group vice president responsible for stabilization and post-conflict reconstruction programs. Walker holds a master’s in urban policy planning from Virginia Tech.
Thomas G. Lewis, PE, JD | President, U.S.
Thomas G. Lewis is the president for the Louis Berger U.S. operating company, which serves U.S. clients domestically and abroad as well as international development clients worldwide. In this role, Lewis provides strategic direction for operations, client delivery and company growth. Lewis fills this role following service as the U.S. segment group vice president and previously as the environmental and disaster management services business unit manager. He earned a Bachelor of Science in civil engineering and a master’s in geotechnical engineering from the University of Connecticut, and a Juris Doctor in environmental law from Rutgers University. He is a licensed professional engineer in three U.S. states and has been a national committee member for the Transportation Research Board for more than 10 years.
Thomas Topolski | President, International
Thomas Topolski is the president of Louis Berger International, which provides localized expertise and client focus for clients outside of the U.S. In this role, he provides strategic and operational oversight between regional divisions to ensure cross-sharing of technical expertise to deliver successful client programs. Topolski has more than 31 years of experience in operations management, strategic planning, and program and project management. He previously headed Louis Berger’s Middle East and North Africa (MENA) division, where he led organizational reforms that increased regional business almost more than threefold in just two and a half years. Topolski earned his bachelor’s degree in urban regional analysis and planning at the State University of New York at Buffalo and a master’s degree in urban planning at New York University.
Andrew V. Bailey | President, Services
Andrew V. Bailey is the president of Louis Berger’s Services operating company. He provides strategic direction for the operations & maintenance (O&M) practice, ensuring the sustainability and long-term benefits of infrastructure operations, maintenance, logistics and ground support services to clients worldwide. Previously, he led the global operations segment under Louis Berger Group, overseeing the delivery of critical programs and construction projects in complex environments including South Sudan, Iraq and Afghanistan. Bailey has more than 35 years of infrastructure development, implementation and sustainment experience. Bailey received a bachelor's degree in Urban Affairs from Virginia Polytechnic and State University and a Masters in Business Administration from Virginia Commonwealth University.
Adelle Elia, CCEP, CIA | Chief Integrity Officer
Adelle Elia serves as chief integrity officer at Louis Berger, where she is responsible for the company’s global compliance and ethics function, reporting to the audit committee of the board of directors. In addition to leading a global compliance and ethics team, Elia’s responsibilities include educating, assessing, training and overseeing compliance in alignment with the organization’s core values. Elia brings 25 years of experience serving in compliance, audit and business systems roles for consulting firms and global corporations, including LRN, GTSI Corp., International Network Services, Wachovia Bank and US Investigations Services. She is a certified compliance and ethics professional and a certified internal auditor. She also is a member of the Society of Corporate Compliance and Ethics and the Institute of Internal Auditors. Elia earned a Bachelor’s of Science in Mathematics and Physics from the University of Miami.
