Rapid Response Support

Berger's outstanding environmental expertise and depth ideally qualifies the Group to undertake rapid response type assignments, enabling efficient project implementation with minimal adverse impacts.

The Berger Group has long been at the forefront of establishing environmental guidance and policy in the transportation sector and is currently providing services under its second consecutive, rapid response contract with the U.S. Department of Transportation, Federal Highway Administration (FHWA). Typical services include review of current environmental legislation and development of environmental guidelines. Under this program, Berger prepared "Community Impact Mitigation Case Studies" and "Congestion, Mitigation and Air Quality Improvement Program Indirect Benefits" for nationwide distribution. Berger also provided environmental documentation review for FHWA's sister agency, the Federal Transit Administration.

Since 1992, the Berger Group has provided a variety of rapid response services to the New York City Transit Authority (NYCT), which operates one of the world's most extensive transportation systems, serving six million people daily. Under four contracts, Berger has provided site contamination investigations, compliance monitoring and environmental assessments for a variety of transit improvements, including station improvements at 72nd Street and Broadway in Manhattan, Main Street and Roosevelt Avenue in Queens and Pelham Bay Park in the Bronx.

Since 1985, the Berger Group has assisted NJTA by providing environmental oversight on a variety of major programs. NJTA recently selected the Berger Group to serve as a general environmental consultant, providing rapid response environmental services as needed to fulfill NJTA's current and future programs for the nation's most densely populated state.

Under two statewide, environmental rapid response agreements with NJDOT, the Berger Group has completed over 30 assignments for a variety of transportation projects, including the Route 21 viaduct replacement in Newark and the Routes 1/9 interchange in Jersey City.

The Berger Group is also providing rapid response aviation services and environmental support to the Port Authority of New York and New Jersey. Under this program, Berger has developed noise exposure maps to quantify noise impacts at the JFK, LaGuardia and Newark airports and prepared an Environmental Assessment (EA) for a taxi holding area at JFK airport.

Under a multi-year contract with the Maine Department of Transportation (MDOT), the Berger Group is providing rapid response environmental services assisting MDOT develop its multi-modal transportation plan. Under the program, Berger is preparing an EA for the Skowhegan-Kennebec River Crossing to alleviate traffic congestion in downtown Skowhegan.

The Berger Group also provides comprehensive, rapid response environmental support to clients engaged in major facilities development throughout the United States. Since 1985, Berger has served as national environmental and site selection consultant to the FBOP, completing over 800 assignments in 35 states, the District of Columbia and Puerto Rico. Berger has also assisted the FBOP develop and implement a state-of-the-art, nationwide environmental compliance auditing program concerning environmental laws and regulations. Additionally, the Berger Group has completed over 100 assignments for the DOJ, Immigration and Naturalization Service throughout the United States. Berger has provided environmental assessments and input studies at facilities such as the Krome Service Processing Center in Miami, Florida; the Port Isabel Service Processing Center in Brownsville, Texas; the U.S. Border Patrol Station in Tucson, Arizona; and the Varick Street Service Processing Center in New York City. Berger has also assisted the DOJ's Office of Justice Programs (OJP) develop guidance documents for NEPA compliance and monitored OJP's environmental documentation to secure funding for juvenile correctional facility improvements.

For over a decade, the Berger Group has provided rapid response environmental support to the General Services Administration (GSA) under a series of contracts. Among numerous assignments, Berger has prepared EISs for the Denver Federal Center, the GSA's largest holding outside Washington, D.C.; the Atlanta Federal Center; and the Federal Courthouse in Boston, Massachusetts.

Berger has also assisted the United States Postal Service (USPS) with rapid response environmental support services, preparing environmental compliance audits for USPS facilities in the eastern United States and conducting training sessions and surveys on regulatory compliance.

Berger is also providing rapid response environmental support to the U.S. Army Corps of Engineers, Baltimore District, including a detailed EIS for the Fort Ritchie, Maryland, Base Realignment and Closure.

Recently, the United States National Park Service and the U.S. Army Corps of Engineers, Mobile District, have selected the Berger Group to provide rapid response environmental, planning and cultural resources services.
