Planning for efficiency and resilience

Joint Base Anacostia-Bolling (JBAB) is a 966-acre military installation in Southwest Washington, D.C. It was established on October 1, 2010 in accordance with congressional legislation that ordered the consolidation of Naval Support Facility Anacostia and Bolling Air Force Base.

Challenge
Joint Base Anacostia-Bolling has well-documented flooding issues and, due to its waterfront location and elevation, is particularly vulnerable to threats associated with sea-level rise caused by climate change. In addition, decentralized development on the two former sites has resulted in mission inefficiencies due to reliance on motor vehicles and overlap in facility types. The joint basing action requires that the U.S. Navy, the supporting component of JBAB, adopt a comprehensive approach for addressing new requirements and challenges regarding existing facilities, transportation, utilities, and the environment.

Solution
Louis Berger worked with Naval Facilities Engineering Command (NAVFAC) Washington to prepare detailed site improvement plans and design standards for the installation’s core mission areas and access control points. A series of development alternatives were proposed to address various development scenarios, focused on:

  • Promoting sustainable development patterns.
  • Improving the installation’s interface with local traffic.
  • Establishing a network of green corridors to foster walking, recreation and connectivity.
  • Providing a logical plan for programming and implementation.

A green infrastructure plan and design guidelines were also included to improve stormwater management and minimize the effects of flooding on the project area.
