MORRISTOWN, NJ— Louis Berger, a global infrastructure and management consulting firm, today announced the addition of four new hires to its Middle East and North Africa (MENA) regional business operations. Hany El-Gafy, Toby Hayward, Paul Stevens and Tarek Mourad join the MENA management team based in Abu Dhabi, United Arab Emirates.

“Hany, Toby, Tarek and Paul are valuable additions to the Louis Berger team as we expand our MENA practice to support major projects in region such as the Riyadh metro, our major highway projects in Kuwait as well as our ongoing Education City project in Qatar,” said Tom Topolski, senior vice president for Louis Berger’s international operation and MENA managing director. “They each have extensive knowledge of the engineering and construction industry within the MENA geography and will make significant contributions to the growth and expansion of the services we offer to our customers and partners.”

Tarek Mourad, MENA Vice President for Civil Infrastructure, Louis Berger

Tarek Mourad, MENA Vice President for Civil Infrastructure, Louis BergerTarek Mourad has been appointed vice president and will lead the firm’s MENA civil infrastructure program. Mourad has more than 24 years of experience in management and design of mega transportation projects. He previously worked for AECOM as a Middle East chief engineer.

Hany El-Gafy, MENA Project Controls Director, Louis Berger

Hany El-Gafy, MENA Project Controls Director, Louis BergerHany El-Gafy joins Louis Berger as the MENA project controls director. With more than 25 years of experience in program and construction management, El-Gafy will lead the firm’s efforts to expand its project controls capabilities and to support mega projects in the region. Previously, El-Gafy was a project controls director for AECOM.

Toby Hayward, MENA Director of Health, Safety and Environment, Louis Berger

Toby Hayward, MENA Director of Health, Safety and Environment, Louis BergerToby Hayward has been named MENA director of health, safety and environment. His career includes large-scale projects ranging from airports; high-rise, mixed-use and residential developments; and nuclear facilities. In the past, Hayward worked as a health and safety lead for CH2M Hill on the United Arab Emirates’ nuclear power program.

Paul Stevens, MENA Director for Strategy and Business Development, Louis Berger

Paul Stevens, MENA Director for Strategy and Business Development, Louis BergerPaul Stevens joins the firm as the MENA director for strategy and business development. In his previous role with KBR, Stevens developed a social infrastructure and facilities business focused on the Middle East and northern Africa, which included housing, health care, education, pipelines and industrial sectors.
