The Ministry of Higher Education and Scientific Research (MHESR) of Algeria has embarked into a vast program to reform and modernize the sector, as reflected by the adoption of the LMD system (Licence, Maîtrise, Doctorat), the scientific research reform, or the initiation of a permanent relationship with the socioeconomic sector, with outlooks to bring universities and companies together for better integration of students to the working world. This vast priority project is supported by the European Union, as part of an initial bilateral program for HESR.
One of the program’s components addresses capacity-building and professionalism enhancement of (i) university teachers in the implementation and development of innovative teaching practices and information and communication technologies for teaching (ICTT) and (ii) university administrators in human resource and skill provisional management (HRSPM), training engineering, and university management.
The consortium led by Louis Berger was selected to provide permanent technical assistance to MHESR to build the capacities of teachers and administrators in Universities of the eastern region (Constantine, Annaba), the central region (Alger, Blida), and the western region (Oran, Mostaganem).
The technical assistance team is comprised of two (02) permanent experts (a team leader-expert specialized in human resource management and training engineering and a senior expert specialized in teaching engineering and communication in education) supported by a team of expert-trainers in charge of organizing and facilitating training sessions. Pursuant to the team’s intervention, the capacities of university teachers and administrators will be built, resource and expertise centers for ICTT development and university management will be created, reference documents and good practice guides will be developed, twenty-four (24) reference expert-trainers will be trained, and two field trips will have been organized. The project will last 24 months starting on June 06, 2013.
